Critical readWhat happened. The pension reform in Manovra 2027 introduced new policies and funds aimed at creating flexibility in retirement exits. This approach was agreed upon by the majority of ministers' councils at Palazzo Chigi on October 26-27.
The changes to the budget laws and maneuvering 2027 are aimed at improving flexibility in retirement payments. The fund for flexible exits, intended to finance an exit at age 64, is set for 2027. The ISTAT estimate it will cost around several hundred million euros, while major sources indicate a value of less than 1 billion euros. This fund will be used to regulate selected plates, maintaining the balance between income and retirement payments. Regarding the proposals of Forza Italia, the political group has declared a goal of €800-€850 net monthly pensions, with a minimum INPS treatment of 611.85 euros in 2026.
This increase refers to the request for minimum pensions by Forza Italia, which has been supported by the League. Additionally, the ministerial decree of October 16, 2026, has reduced the transformation coefficients to all ages, from 5.088% to 5.009% at age 64, reducing the contribution amount of the benefit by parity with the present value. This resulted in a reduction of the average evaluation of minimum pensions. Oppositions have indicated an objective of €800-€850 net monthly pensions for minimum benefits, compared to a minimum INPS treatment of €611.85 in 2026.
However, there is currently no definitive document on the budget law of Manovra 2027, but only an January regulation that will define requirements and plates. The Government has also considered the possibility of making cuts in the evaluation of pensions for medium-high earners, so as to create resources to finance additional flexible funds. Regarding retirement age at 64 years old, political debate and parliamentary examination will determine whether and what corrections will be made before they take effect. The new Manovra 2027 envisages a pension requiring 67 years and 1 month of contributions for men and 42 years and 11 months for women (INPS Circular No. 28/2026).
Furthermore, the ministerial decree of October 16, 2026, from the Ministry for Labor and MEF has established that the requirements for leaving work starting January next year are already fixed by law: political comparison and parliamentary examination will determine whether and which corrections will be implemented before they trigger. The pension reform in Manovra 2027 was introduced with the intent of improving the flexibility of retirement exits. This approach was agreed upon at the highest level of the Council of Ministers on October 26-27th, and will be translated into regulation by the Council of Ministers in January.
