Critical readWhat happened. The associations of fleet managers, responsible for purchasing and managing enterprise car parks, are aligned with the corporate fleet tax reform proposal presented by ANFIA, ANIASA, Motus-E, and UNRAE to the Ministry of Economy and Presidency of the Council in preparation for Budget Law 2027. After AIAGA and Best Mobility, also the Osservatorio Top Thousand has given its support. The package would increase the deductible amount of enterprise electric and hybrid plug-in car costs and would reduce the remuneration that employees receive for the use of company cars.
The proposed tax reform for corporate electric vehicle fleets has significant implications for the Italian automotive industry. The deduction for used electric vehicles (BEV) would increase from 20% to 60% in pools and for professionals, and from 70% to 90% in use promiscuous among employees; electric vehicles and hybrids plug-in would rise to 40% and 77% up to 90 g/km of CO2, at 30% and 73% above 90 g/km of CO2 in use promiscuous among employees from 70% to 73% gasoline, diesel, hybrid not included in the corporate fleet anymore and therefore no longer deductible. The cost of recognized fiscal value would increase from 18,075,99 euros to 26,000 euros, with an annual rental fee of 3,615,20 euros to 5,200 euros.
The associations estimate a loss of 515 million euros and around 400 thousand used electric vehicles with zero or low emissions in the corporate fleet between 2027 and 2029. A modification to art. 51 of the TUIR would exclude the employee's reimbursement of domestic charging costs, with a cost estimated under 2.5 million euros.
