Critical readWhat happened. The real estate sector has recently seen a significant increase in interest and requests for location. This has led to the need for implementing a rigorous control system to ensure the legality of transactions. Therefore, the Federation of Italian Real Estate Agents (FIMAA) has proposed a project that envisages the creation of a public registry of national identification codes (CIN) for short-term rentals.
The Federation of Italian Mediators and Business Agents proposes a solution to make it easier for short-term rentals to be regulated and improve the working conditions of property managers. Regulation (EU) 2024/1028 on short-term rentals is applicable from May 20, 2026, obliging States to include registration numbers in a publicly accessible registry. Additionally, the European delegation law draft 2026 gives the Government three months after the law's entry into force to adjust the CIN discipline to both rules. According to Vice President Alessandro Simonetto of the Federation with tourism delegation, internationalization and economic policy Europe, Italy has accepted the category requests only partially: The Ministry of Tourism's Reception Structures Database (BDSR) does not qualify as a register.
The freely accessible platform is expected to publish the code in its announcements without being held responsible for verifying its validity from May 20th, 2026. Starting from that date, platforms must comply with EU regulations on short-term rentals, including monthly transmission of activity data to authorities. Article 4, paragraph 5 of the regulation obliges states to include registration numbers in public registries easily accessible; Article 7 requires portals to periodically check the validity of the numbers listed in their advertisements. According to FIMAA, this system of oversight will be crucial for ensuring transaction regularity and improving the working conditions of property managers.
For those who book and for those who rent, an open register would make it possible to verify the compliance of the exposed code in a listing; for managers operating without authorization, the second proposal would change the rules of access to their activities. In summary, the Federation of Italian Real Estate Agents proposes a solution that envisages the creation of a public registry of national identification codes (CINs) for short-term rentals, which should be made public and easily accessible. This system of control will be crucial for ensuring the regularity of transactions and improving the working conditions of property managers.
