Critical readWhat happened. When discussing photovoltaics and energy bills, the scene changes. The early release of the Energy Bill has opened new avenues for large-scale installations, but also for medium-sized installations. This novelty requires a complete overhaul of the installations and an increase in production capacity, which should be completed by 2028.
The current regulations have made it possible for large-scale energy accounts to be exited ahead of time until 2030, but now it's time for medium-sized projects to face these changes. The Ministry of the Environment has published the implementing decree for the planned exit from the Energy Account, and now the GSE must set the rules and open the questions. Exit from the Energy Account for photovoltaic plants with power incentives above 20 kW of the I, II, III, and IV Energy Accounts, with fixed rewards, up to a total of 10 GW. This is provided for by Articles 1 and 2 of Decree MASE dated August 10, 2026, and Article 2 of DL 21/2026. Excluded are the V Energy Account and those up to 20 kW.
Access to the direct access of those who have joined by May 31, 2026, to the tariff modification premium. The others participate in a GSE competition offering a percentage discount on the corresponding; the GSE orders the offers based on the expected benefit for the system. The deadline for questions to GSE and the competition is June 2027. The decree is in force from September 29, 2026, and sets these terms: Phase Deadline Rules of Operation GSE until October 29, 2026 (Article 7) Expression of interest within 30 days from the rules of GSE (Article 2, comma 1) Competition for those who did not join the tariff modification by June 30, 2027 (Article 3) Refinancing of the installation from January 1, 2028, until December 31, 2030 (Article 5) The deadline of September 30, 2026, indicated by the DL 21/2026 has been exceeded by the calendar of the implementing decree: the question is presented after the publication of the GSE rules.
Example of Calculation for a 500 kW Plant on a Truck, Fourth Energy, with Expiry Date June 2031, Average Annual Production of 560 MWh and an Hypothetical Tariff of 0.30 Euro/kWh:
Voce Importo Incentivi residui from 2028 588.000 euro Corrispettivo with Direct Access 447.405 euro Annual Rota for Ten Years 60.788 euro Annual Rota with 10% Increase in Competition 54.709 euro Rounded to Today’s Rate with the Same GSE Rate, the Rates are Approximately 408.000 euro against 497.000 of Incentives Residui. The 89.000 euros Difference Are the Cost of Exit, Recoverable with New Power and Selling Electricity.
The calculation is simplified, with annualized flows and rates: the definitive method will be set by the GSE rules... The novelty of this early release is that not only will plants have to face changes in regulations, but they will also need to redo the entire plant. This requires a significant investment.
