The October 2026 retirement has introduced new salaries and late payments, while other groups of people are still awaiting the receipt of contracts. The Central Functions Contract (CCFL), which was signed on August 6, 2026 with ARAN, has made it necessary for the advance payment from the NoiPA company to be withdrawn, thus increasing the total monthly salary for operators and high-level professionals by this amount. This increase is due to the fact that the CCFL 2025-2027 contract, signed with ARAN on August 6, 2026, updated the monthly table from €89.50 to €156.20.

For school directors and AFAM, the October retirement applied the CCNL Area Education and Research 2022-2024 after recalculating the information provided by ANP.

This allowed them to receive an increase corresponding to the new contract, even though September's allowance had already been credited on the card. However, not all were satisfied: lecturers and actors without employment have maintained their fixed amount, except for any damages or accessory compensation. The situation of police and military personnel is still uncertain.

Their economic positions have been assigned solely with the approval of the Republic's President's decrees, while their revelations were requested by the Council of Ministers' decrees. Additionally, the Security-Military Contract 2025-2027 approved by the Council of Ministers on October 2, 2026, is still awaiting the receipt of the President's decrees. The annual amount for positions and arrears from September 2024 has been recalculated into a single solution, making it more complex for some groups of people to manage finances.

This has led to a significant change in compensation, but it did not prevent other parties from receiving an increase.

The October 2026 raises for the NoiPA have represented a significant change for Italy's public sector, requiring further financial relief for some parts of the system. However, the persistent issue between teachers and those without economic positions remains an important point of discussion for future management of the NoiPA.
