Digitalization brings many benefits, but it has also become a powerful, elusive, intangible and borderless weapon, used by governments and private actors that can sometimes wield more power than states themselves. Digital sovereignty has therefore become essential not only for economic competitiveness, but also for citizens’ security and the stability of institutions. Computing power is concentrated in the hands of a small number of countries and companies, yet we must make every effort to safeguard the security and values of our communities.
Regulatory and economic measures are needed. The required investments are unavoidable but immense, so they must be undertaken collectively, across Europe and beyond, while ensuring that technological progress does not become a tool for restricting our freedoms.
