A debate on economic support measures for families and businesses in response to energy pressures. The budget gap provision envisaged by the DPFP, with a part dedicated to energy and defense, was approved by the Chamber of Deputies and the Chambers of Senators. Giorgetti stated that the request for this gap is due to the current excessive deficit procedure, but also emphasized the importance of using the available space to help families and businesses in difficulty.

The Chamber approved the resolution on the budget gap for 28.8 billion euros in the biennium 2027-2028, divided equally between energy and defense (Report to Parliament 2026 attached to the DPFP). The use of the energy quota for temporary assistance is under discussion with Brussels until formal activation of the EU's green clause. The government should approve the Council of Ministers' Maneuver by October 20th, however, Giorgetti does not exclude a slippage in anticipation of the EU's green maneuver on the budget gap.

The space granted by the safeguard clause provided by art. 26 of Regulation (EU) 2024/1263, according to a strict interpretation of the rule, should only allow structural investments for energy security and defense. The government asks, however, for Bruxelles to use the energy quota, at least in the initial phase of the crisis, even to support families and businesses in difficulty due to price increases and inflation,
