A significant push towards the environment and digitalization

The Ministry of Industry and Made in Italy has approved the Graduation of Investimenti sostenibili 4.0, the bidding for green and digital investments by PMI of the South, and has admitted the first 224 applications. The application portal 2026, closed after one day of submissions, collected requests much higher than the funds. For enterprises excluded from coverage, there is only one way out: the appeal, fed by the economies of the examiners or a refinancing, as has already happened with the same measure. In summary: the decree-directorial 27 October 2026 admits the applications for the Investimenti sostenibili 4.0 bidding up to position number 224, except for economies from the examiners; to enter into the examination are required 49 points on 52 in the graduation, while to obtain the agevolations Invitalia requires at least 35 points on 80 (Appendix 1 of the decree-directorial 5 August 2026); the 592 applications, all sent on October 6, 2026, ask for agevolations for 1.15 billion according to the MIMIT communication of October 9, 2026, against a budget of 447.6 million fixed by DM 18 March 2026; the 368 applications beyond position 224 are suspended and expire if no resources are freed (Article 4, comma 2, of the decree-directorial 5 August 2026). Graduation approved by decree-directorial 27 October 2026 admits to the examination applications from position 1 to 224, taking into account the reserve of 25% of the budget for micro and small enterprises provided for by art. 3, comma 4, of DM 18 March 2026. Every enterprise finds its position with the protocol number of the application in the appendix to the decree. The entry threshold: 49 points on 52

The score of the graduation goes from 0 to 52 and sums two voices: up to 32 points for the indicators of the subject-proponent's balance sheet and up to 20 for environmental sustainability of the program. In first place there are 111 enterprises with a full score of 52, while the last admitted, at position 224, has 49 points. With 49, for example, one can reach the maximum on the indicators of balance and on all environmental requirements except the environmental certification, which is worth 3 points. With 49 points, there are 80 applications in the examination: 36 enter, while 44 are suspended with the same score because it prevails the lower cost of the program, according to art. 4, comma 5, of decree-directorial 5 August 2026. At the border, few euros: the application at position 225 costs 199 euros more than the 224.

This success is due to the growing importance of green and digital products in enterprise management. The PMI have highlighted the need to invest in technologies and green products to maintain a leadership role.
