Critical readWhat happened. The PMIs (Small and Medium Enterprises) have been increasingly the subject of attention due to their ability to face green economy. This article focuses on the proposal of Energy Release at PMIs advanced by Vice Premier Antonio Tajani, which could lead to the creation of a lending mechanism for small and medium enterprises.
The Deputy Prime Minister Tajani proposes a new strategy for small and medium enterprises (PMIs). The Energy Release mechanism, an innovative approach, has been designed to anticipate renewable energy prices more favorably for businesses. This method could be extended to PMIs with the Maneuver 2027, highlighting the need to facilitate economic initiatives towards these entities. A new Energy Release is set to occur under Art. 1, point 2 of DL n. 181/2023 from January 1, 2025, to December 31, 2027, aimed at offering fixed-price renewable energy to small and medium-sized entrepreneurs. This tool allows them to invest in the energy sector without having to solve the costs associated with electrical installations. Enterprises receive electricity at fixed prices and return the production of new renewable plants built by themselves or through delegated producers.
For small businesses, this can represent a significant cost. In summary: under Article 1, paragraph 2 of Law No. 181/2023, the Energy Release 2.0, which is anticipated by art. 1, paragraph 2, of the L. 181/2023, will provide energy from renewable sources for enterprises that are already energy-intensive with an average price of €65 per megawatt-hour. The budget bill has not yet been approved by the Council of Ministers, but these measures are therefore hypothetical. Enterprises outside the list of those considered energy-intensive may enter into power purchase agreements (PPAs) with a duration of at least three years guaranteed by the GSE, as provided for in Art. 4 of Law No. 21/2026.
This mechanism could be an important step towards achieving a more balanced economic system. In its Report to Parliament for 2026, presented to the Council of Ministers on October 2nd, the new Energy Release targets interventions on energy up to approximately €14.4 billion over the two-year period from 2027 to 2028, funded with national safeguard clauses.
The new tool is neither reserved for energy enthusiasts nor open to SMEs. Other measures for SMEs, such as hydroelectricity promotion and biomethane promotion, have been proposed within the context of Manevra 2027, but there is no planned approach towards creating an energy lending mechanism specifically aimed at small and medium-sized enterprises (SMEs). The political approach of Tajani could lead to the creation of an energy lending mechanism specifically aimed at SMEs, which could facilitate economic initiatives for these entities. In summary: Energy Release 2.0, scheduled by article 1, point 2, of Law No. 181/2023, anticipates renewable energy from GSE to SMEs at €65/MWh.
