To make necessary decree has been the race for incentives during the first months: applications have exceeded the annual allocation and the GSE had to suspend the portal, later reopening only direct access to questions, while public administrations’ reservations are still suspended.
Corrections rewrite management of funds between PA and private entities, limits full contribution in small municipalities and calls on those who receive subsidies to answer to unclaimed incentives even if they pay them themselves on behalf of the beneficiary.
In summary: agreement on the scheme that modifies Decree No. 7 August 2025 was sanctioned by Unified Conference with Act Rep. N. 144/CU dated October 22nd 2026, according art. 10, point 2 of DLgs. no.
The GSE has suspended the Portaltermico on March 3, 2026, with requests for approximately €1.3 billion against an annual ceiling of €900 million, and it reopened it on April 13 only for direct access; this scheme guarantees a minimum reserve of 300 million euros annually both to public authorities (PA) and private entities and limits reservations to no more than 50% of the PA's resources; in municipalities up to 15,000 inhabitants, the contribution towards eligible expenses is limited to 100% of the first intervention, while subsequent interventions are reduced to 80%. The GSE can recover any debt incentives even from the assignee at the time of payment, which must be solidly bound within the limits of the amounts collected.
Minimum reserve for each category and an adjustable quota. Today's resources have been divided by half, with €450 million allocated to each part after the redistribution of funds between public and private sectors decided by the MASE through Decree Directional No. 72 dated April 10, 2026, which has shifted 50 million from the private quota to the public one. This framework sets these rules for managing resources: each of the two categories of beneficiaries has a minimum annual reserve of €300 million; the remaining €300 million are controllable between the two categories, and when one reaches 600 million commitments or is reached the limit, it triggers the next step.
