The Twinning Learning Programme, part of the EU Mission for Climate-Neutral and Smart Cities, pairs cities so they can learn from one another and accelerate climate action. Its fifth cohort will run from September 2026 to September 2027.

Twin cities contribute proven solutions developed through their EU-funded projects in areas including energy, mobility, nature-based solutions and citizen engagement. Mission Cities share experience gained from implementing their Climate City Contracts and developing citywide climate strategies.

The exchange works both ways. Mission Cities benefit from fresh perspectives and locally tested solutions, while twin cities gain insights from cities already implementing climate-neutrality strategies at scale.

Over the next 12 months, the paired cities will take part in regular online exchanges and two study visits. Together, they will develop joint action plans to turn their exchanges into concrete local initiatives.

Since its launch in 2023, the Twinning Learning Programme has connected more than 200 cities across Europe. The new cohort continues to strengthen collaboration and support the development of scalable solutions for climate-neutral cities.
