With the 2025 update to the 2022–2026 MIT-RFI Programme Contract – Investments section, around €4 billion has been allocated to continue the modernisation, upgrading and development plan for the national railway infrastructure. The update to the agreement between the Ministry of Infrastructure and Transport and Rete Ferroviaria Italiana (FS Group) completes the administrative process required by law, following the briefing to CIPESS, and makes new resources available for the projects planned across the network. The funding will support projects already under way, ensure continuity at construction sites and strengthen investment programmes linked to the NRRP, at a crucial time for the transformation of Italy’s railway system.

The overall package includes €1.7 billion in earmarked resources for specific projects provided for under laws and agreements, including those related to the Flood Decree, A22 funds, the continuation of public works and price adjustments, as well as the Sicily and Calabria POR programmes and agreements with local authorities. This is supplemented by €2.2 billion allocated under the 2025 Budget Law to provide further support for the investment plan. Of this amount, €1.1 billion will be used for ongoing projects and to continue infrastructure programmes, while another €1.1 billion will cover residual funding requirements and higher costs for NRRP investments.
