Incentivi fiscale sui canoni d'affitto e potenziamento dell'iperammortamento

Il presidente Alvise Biffi ha avanzato una serie di misure per assicurare la crescita industriale di Assolombarda, che richiedono l'inserimento dei software SaaS nelle agevolazioni del nuovo iperammortamento. Questo incentivo fiscale avrà un costo stimato di circa 550 milioni di euro annui e sarà applicabile a oltre 280mila lavoratori.

L'intelligenza artificiale guiderà la strategia di crescita industriale delineata da Assolombarda, con il progetto forgIA, l'accordo con Core42 e nuove iniziative per la Physical AI. La proposta di Assolombarda include anche una doppia agevolazione fiscale sulle spese di affitto dei dipendenti, che avrà come conseguenza un aumento delle entrate imprendittili.

This fiscal incentive will cost an estimated over 280,000 workers and a total of around 550 million euros annually. Moreover, Assolombarda has proposed including SaaS software in the new hyperamortization allowances, suggesting to integrate the possibility of acquiring software more easily and efficiently. This proposal should lead to increasing the productivity of industrial enterprises, especially in micro, small, and medium-sized industrial enterprises, which registered a slight increase of just 1.3% in 2025. Artificial intelligence has been defined as fundamental for achieving this goal of industrial growth, especially in industrial enterprises. According to an investigation conducted by Politecnico di Milano on 700 enterprises in the territory, 49% of enterprises have already active AI projects and another 18% plan to adopt it within the short term.

This push towards AI should lead to greater productivity in industrial enterprises, especially small, medium, and micro-enterprises, which have registered a slight increase of just 1.3% in 2025. President Alvise Biffi highlighted that the first node to be broken is the growth node, which refers to the size of our enterprises, in technological transformation, in the ability to be international, intercepting and leading new development trends. To achieve this goal, artificial intelligence plays a fundamental role. The Manovra 2027 was presented at the end of the general assembly where other priorities were also discussed, such as reducing energy costs, sustainable nuclear, and greater access to capital.

Assolombarda has signed the Manifesto to run for Milan as a new UNO pillar on the governance of AI, with presentations to institutions on November 9th. In summary, Assolombarda requests that software SaaS be included in the new hyperamortization allowances while the government studies a fiscal incentive for cloud software and a reduced tax on salary increases for those under 35; proposes double fiscal relief on expenses for employees' housing, estimated at over 28 million workers and an estimated annual cost of around 550 million euros; artificial intelligence guides Assolombarda's industrial growth strategy, with the project forgIA, agreement with Core42, and new initiatives for physical AI; among the enterprises' priorities are also energy costs reduction, sustainable nuclear power, and greater accessibility.
