Critical readWhat happened. Over ten years, Italy has seen a significant reduction in the percentage of young Neet (not studying or working). This phenomenon manifests itself in 2025 with a 13.3%, while in 2015 it was at 25.7%. The causes of this change are complex but mainly attributed to the growth of the labor market and the economic crisis consequences.
The research 'The Condition of NEET' highlights different profiles of NEET and shows positive results from employment support policies. In these areas, the employment support policies have been successful, such as the ZeroNEET program of Fondazione Cariplo in collaboration with Lombardy Region and Intesa Sanpaolo. This project has involved over 4,500 individuals and has contributed to strengthening vocational orientation and job placement for NEETs. [2] Other Italian regions, such as Veneto and Emilia-Romagna, have implemented specific integration social programs for NEETs. For example, the Young and Work program, active in 15 Italian regions, has involved around 6 million young people in training classes and commitment with 80% of participants finding employment.
This program has shown that it is possible to transform NEETs into workers through integrated training and a socio-economic approach. However, labor market insertion policies have also shown positive results in these cases. For example, in the case of a woman who lost her job due to the loss of a partner, the program facilitated reintegration into the job market. The President of the Republic, Sergio Mattarella, emphasized that 'young people are a priority absolute', and this concept was also recalled by former CEO of Intesa Sanpaolo, Andrea Forghieri. This is due to the increasing need for professional skills in an increasingly competitive world.
Companies are seeking new human resources, while schools are looking for new customers, but both are searching for young talents ready to face the challenges of the future. [6] Finally, Italy has invested enormously in employment integration policies, with programs such as Young and Work and ZeroNeet. These policies have been implemented in various Italian regions and have successfully strengthened the professional orientation and labor integration of Neet. This is an example of how government policies can be used to improve job quality and contribute to social well-being.
